The RoleDefence Cyber College is seeking a highly motivated EL 1 Systems Manager to develop, integrate and manage Information Technology (IT) systems in support of cyber warfare learning delivery. The Defence Cyber College (DCC), in partnership with Defence and the Australian Signals Directorate (ASD), is to train and develop a cyber-warfare workforce ready to counter emerging cyber threats to Australia and its national interests. The DCC designs, develops and delivers learning solutions for the cyber warfare workforce, as well as providing continuous professional development opportunities.As a newly established college, the DCC is a dynamic work environment and seeks candidates who are excited about bringing systems into service in support of a rapidly developing capability. The right candidate will be able to offer value through either practical work experience and/or formal education. This is a unique opportunity to directly contribute your expertise to work that will influence Australia’s strategic and Defence outcomes, and will support the continuous advancement of cyber capability.The EL 1 Systems Manager will exercise a considerable degree of independence and perform a leadership role within the DCC by heading up the Systems function within the organisation. The Systems function within the DCC is responsible for learning systems management, subscription licences, network management, technical support including hardware support and advice, equipment management, IT maintenance and security and close relationship management with key stakeholders. In addition, the Systems function supports the generation of learning and student statistics, SharePoint development and maintenance, student portal administration, support to virtual learning environments and support to contract management. The EL 1 Systems Manager will initially manage a team of 2 - 3 people, including contractors, that is anticipated to grow over time as the DCC continues to mature. They will develop and implement work plans, set performance indicators, and review individual, team and business performance, focusing on identifying opportunities for building team capability and continuous improvement. They will set work that aligns with the strategic objectives, and communicate expected outcomes. They will exercise sound decision-making and judgement to provide expert advice. They will have in-depth knowledge of and practical experience with IT systems management and integration. They will engage in complex to very complex problem solving and issues management. They may also coordinate and perform detailed or sensitive projects that affect strategic, political or operational outcomes for Defence.The EL 1 Systems Manager will be responsible for actively managing key stakeholder relationships and will be required to identify relevant stakeholders’ expectations and concerns to develop and communicate methodologies and practices to achieve outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development of their work area. About Our TeamThe DCC will provide a long-term sustainable pipeline of trained personnel to support the delivery of joint cyber warfare effects to ensure Defence is able to protect, monitor, detect, and respond against cyber incidents or to target adversary systems. Defence will partner with the Australian Signals Directorate to deliver advanced cyber warfare training.This partnership will enable the acceleration of the portfolio’s defensive and offensive capabilities, as well as providing ongoing certification of qualified personnel. Experience working with learning management systems would be highly desirable. You will need to be comfortable with ambiguity as the DCC capability matures and thrive in a dynamic environment.You will be able to analyse IT systems issues and address unacceptable risks, as well as act as the primary point of contact for all systems matters.You will have the skills to work collaboratively, providing direction, guidance, leadership and support to a diverse team, and for developing and maintaining strong working relationships with internal and external stakeholders.
